Protections are in place to cover consumers with preexisting conditions/illnesses. Health Insurance Marketplaces were established through the ACA to provide qualifying health coverage. Through the Marketplace consumers The Open Enrollment Period (OEP) for Qualified Health Plans (QHP) occurs November 1st – December 15th. During that time, consumers can change their coverage or enroll for the first time. Consumers who experience certain life events are eligible to make a change to their QHP during a Special Enrollment Period (SEP). If you miss the OEP you will have to wait until the next enrollment period unless you qualify for SEP. Consumer Protections Under the ACA Qualified consumers are able to: •Get affordable health coverage regardless of pre-existing conditions. •Access health coverage through the Marketplace in their state. •Keep existing health coverage for young adults under a parent’s Cost Saving Options through the Health Insurance Marketplace The Marketplace allows consumers to determine if they qualify for tax credit subsidies to save money on their monthly insurance premium. The amount of a subsidy is based on tax household size, gross annual taxable income for everyone in the household, age, county of residence, an whether there are smokers in the household. Consumer can review plans and prices before enrolling. To enroll, visit healthcare.gov to create an account and complete the application. For assistance, call the Marketplace Call Center at 1-800-3182596. A local insurance agent and Certified Application Counselors at Community Health Centers can assist with enrollment. Secretary Of State Thanks Citizens For Opportunity To Serve PIERRE, SD – When I took the oath of office in January 2015, I was taking on an office that was a failing bureaucracy with no accountability. Business filings were over 6 weeks behind and Uniform Commercial Code filings were over 80 days behind, among other areas in disarray. I had to put an action plan together quickly to turn the office around and regain the trust that the Secretary of State’s office demands. As my term ends, I wanted to share with you the long list of projects that were completed and how we turned the office around in the short time I was here. I think the best way to recap is to highlight just a few areas. My priority was to upgrade the Business and Uniform Commercial Code online filing systems so that customers could file documents instantaneously. I oversaw the project development and implementation of an IT platform for the entire office that included financial, reporting and records management where five new systems were estab- lished - UCC, business transactions, DBA filings, notary commissions and lobbyist registrations. In addition, the pistol permit credentialing system was created that brought us the new and improved concealed carry permit. We filed over 79,000 active businesses in FY2018, which ended in June 2018. This number is an all-time high, compared to FY2012 during which the office filed 49,660 active businesses. The ease of our new online business filing system hit another filing record in new businesses formed in FY2018, totaling 8,864, compared to 6,415 new businesses formed in FY2012. UCC filings totaled 55,646 for FY2018 in the new system. With the implementation of the new online filing system over 90% of all business transactions are filed utilizing the new system compared to having to file everything by paper just a few years ago, which held up day to day business transactions. I have made a concerted effort to make sure that more information is easily accessible on the website. For example, Executive Proclamations are now available to the public dating back to 1903. For those of you utilizing the new online business filing system, you may have noticed that there are more documents readily available going back over 25 years. Over 5.3 million business documents, not previously available, have been uploaded and are now viewable on the business/UCC filing sites. I upgraded the concealed carry permit issued from our office to a more official looking permit. South Dakota now has over 100,000 active concealed carry permit holders in the state compared to 87,655 active permit holders in 2016. I focused on registering more voters. My Value the Vote tour has led me to high schools, universities and service organizations across the state. Since taking office, voter registration has grown by almost 25,000 new registered voters to a total of over 545,000 registered voters in the state of South Dakota, which is an all-time high. There were 18 ballot questions submitted these last few election cycles requiring our office to review nearly 546,000 signatures to determine if the measure would be on the ballot. Cybersecurity procedures & database protection statutes have been tightened during my term. I implemented a ZeroBased budgeting operation to run at the speed of business, not at the speed of government. This format allowed me to revert (money not spent) $69,000 back to the state general fund. In the last two fiscal years, I have requested budget cuts of over $174,000, all while growing revenue by nearly $3 million more to the state’s general fund to the tune of $8.6 million in FY2018. I established tighter internal controls procedures at the very beginning of my term that withstood a federal audit. I have always said that a good leader surrounds herself with even better people and that is what I have in my team. Thank you for giving me this opportunity to serve you. Always PIERRE, S.D. – In anticipation of the commissioning of the USS South Dakota submarine on Feb. 2 in Groton, Connecticut, Governor Dennis Daugaard is releasing the poem commissioned to honor the vessel and her crew. “I’m proud of those who serve this nation and who will take the proud name of South Dakota across the seas representing and defending all Americans. This poem is a unique way to commemorate the submarine’s commissioning and honor the service of those aboard.” The poem was written by Brian Hagg of Rapid City to commemorate the historic event. “My goal was to honor those who will serve on board the South Dakota. I also want to recognize the proud tradition of Naval service by men and women throughout our state’s history and those that will soon take this great warship to sea” said Hagg. The poem will be read by Mr. Hagg at the event and presented to the crew for display aboard the submarine. Few commissioned vessels have been so honored with an original composition. The nation’s newest attack submarine, USS South Dakota (SSN-790) will be commissioned in the time-honored tradition of the U.S. Navy by “bringing the ship to life” on Feb. 2. In attendance will be past and present state and federal elected officials as well as representatives of Native American tribes, veterans and dignitaries. The USS South Dakota is expected to serve our nation for over 30 years. Illegally Dumped Snow Causing Problems PIERRE, S.D. - The South Dakota Department of Transportation reminds the public and commercial snow removal operators that it is illegal to place or dump excess snow on highway right of way, which includes driving surfaces, shoulders and ditches. “The recent snowstorm across South Dakota has deposited a large amount of snow in some areas,” said Kristi Sandal, public information officer. “The space within the right of way needs to be reserved for future snow that may fall on the road. If the department’s plow operators do not have a place to put that snow, it severely hampers their ability to clear roadways.” Violation of the anti-dumping law is a Class 1 misdemeanor, with a penalty of up to one year in jail, $2,000 in fines, or both. It is the policy of the SDDOT to remove snow that has been illegally piled within the highway right of way that may be a safety hazard. In addition, violators will be billed for the costs of removing illegally dumped snow. “Piling snow in the state highway right of way can be very dangerous,” says Sandal. “Snow piles can restrict sight distance, as well as present an extreme hazard if a vehicle leaves the roadway. Snow piles that remain adjacent to the road may cause additional drifting and visibility problems posing more safety hazards to travelers, as well as additional expenses for manpower and equipment to remove the illegally dumped snow.” Property owners and access users are reminded it is their responsibility to remove snow from the ends of driveways and around their own mailboxes. The department asks landowners and commercial snow-removal operators to keep excess snow on private property or haul it to legal dumping sites.
