 Imagine a South Dakota
 where grandparents
 aren’t saying goodbye to
 their grandkids because
 their moms and dads are
 leaving the state to pursue
 their careers. And a South
 Dakota where students
 are able to stay here, at
 home, after they graduate
 because they found a job
 in the field they want to
 pursue like precision-ag,
 energy development,
 or any number of other
 things – because all our

 before that South Dakota
 is open for business. But
 there are some issues
 we need to fix that are
 holding back progress.
 One of those problems
 is the conditional use
 permitting process. For
 those who may not know,
 at times, this process is
 unnecessarily difficult; it
 takes a lot of time; and it
 often gets hijacked by a
 vocal few. This uncertainty
 is unfair to everyone
 involved.
 Senate Bill 157 is my
 
 proposal to create a fairer,
 more predictable process
 for businesses and families
 who want to create or
 expand their operations in
 South Dakota.
 This legislation protects
 local control by putting
 decisions in the hands
 of a majority, not a vocal
 few. It provides certainty
 to what can be a very
 unpredictable process.
 And, it moves many
 decisions out of the court
 system and back into the
 hands of local residents.
 
 My plan does all of
 this without changing any
 environmental standards
 the state or counties must
 follow; without making
 changes to current or
 future zoning standards
 established by a county;
 and without changing
 public input or notice for
 conditional use permits.
 From county
 commissioners to energy
 companies and local
 farmers to the South
 Dakota Chamber of
 Commerce, to date, we
 
 have received strong
 support inside and outside
 the legislature. I ask that
 you too join our efforts.
 Please reach out to your
 neighbors, friends, and
 family members and ask
 them to support Senate
 Bill 157. Together, we can
 grow our hometowns,
 expand job opportunities,
 and keep our kids and
 grandkids right here in
 South Dakota for many,
 many years to come.
 
 Art Leaders Announce Inaugural
 Governor’s Student Art Competition
 The South Dakota
 Governor’s Student Art
 Competition, a new
 program to promote
 visual art among
 students in South Dakota,
 has been launched.
 “The arts play a
 significant role in
 growing South Dakota’s

 our way of life,” said Gov.
 Kristi Noem. “This year, I
 am excited to launch the
 first annual Governor’s
 Student Art Competition
 that will recognize and
 encourage budding
 artists in our state.”

 investment the governor
 is making in cultivating
 the next generation
 of South Dakota
 artists,” said District 26
 Representative Rebecca
 Reimer. “I look forward
 to experiencing all the
 works of art that are yet
 to be created and the
 stories they will tell.”

 young people to be able
 to showcase their talent,
 and we are able to look
 at the world through
 their eyes,” said Senate
 Minority Leader Troy
 Heinert. “I’d like to thank
 Governor Noem for
 bringing this initiative
 forward.”
 
 “I was only seven
 years old when I entered
 and won my first art
 contest, which propelled
 me into an incredible
 self-discovery,” said Bria
 Neff, a 7th grade student
 artist from Sioux Falls.
 “Art gives children the
 gift of imagination that
 will color their world
 with possibilities.”
 “I want to thank
 Governor Noem for
 prioritizing this program
 and putting student
 artists in the spotlight,”
 said Dale Lamphere,
 South Dakota Artist
 Laureate. “I hope
 this program shows
 our promising young
 students that South
 Dakota is a great place
 to live and work as an
 artist.”
 “Without artists, we
 wouldn’t have Mount
 Rushmore or Crazy
 Horse. We wouldn’t
 have the Redlin Art
 Center or the Dignity
 Statue. The Faulkton
 murals wouldn’t exist,
 
 and people wouldn’t
 have the opportunity to
 admire the beauty that
 is the Arc of Dreams.
 South Dakota is a canvas
 that inspires creativity,
 and I’m thrilled to use
 this competition to
 encourage our students
 to pursue art right
 here in South Dakota,”
 concluded Noem.
 This spring, the South
 Dakota Arts Council
 will distribute program
 information to schools
 throughout the state,
 and submissions will be
 accepted in the fall. More
 information on logistics
 and criteria will be
 announced in the coming
 months.

 revenues each year, the
 arts play a significant
 role in South Dakota’s
 economy. South Dakota
 is home to more than
 1,300 arts-related
 businesses that employ
 nearly 6,500 people.
