My printer isn’t working.” It was the early days of the internet, and most people didn’t know anything about it yet. A teaching salary didn’t pay all of the bills for my family, so I worked evenings for a government contractor developing technologies that would help lead this revolution. The university where I worked decided to use my skills and have me set up and manage a web server for them. Though I still taught half time, the university felt the internet couldn’t take much time and made me computer tech for three buildings. I never had a free minute. During these days I met almost every person on campus. But about half of my tech-help time was spent in Andy’s office. Everyone has heard of the proverbial computer user who thought that his compact disk drive was a coffee cup holder. You might think that no one could be so naive, but Andy was. In fact, it was only about an hour earlier when I found this out. It started with his first phone call earlier in the day. “Will you come over and help me load some new software?” Andy had asked. “It came on some new kind of shiny disk, and I can’t figure out where it goes.” “Shiny disk?” I asked. “Yeah,” he replied. “It looks like a vinyl record, but it’s smaller and smooth.” “It’s probably a C.D. You just stick it in your C.D. drive.” I could sense his frustration as he said, “I guess I don’t have one on my computer.” I knew he did, because I had been the one who had installed it the previous week. I had very carefully explained what it was, too. I knew it would take longer to try to tell him what to do than it would to walk over there. Besides, odds were that he would put it in wrong. Once or twice each week I had to remove some three-and-a -half inch floppy disk that he had put in upside down in the floppy disk drive. I walked to his office, and when I stepped inside, to my surprise, the C.D. drive was open with a mug of pop in it. It was bent down so far it was almost ready to break. I pulled out the pop. “Andy, this is not a pop holder. It’s a C.D. drive.” “But I have a picture from P.C. Magazine that shows a coffee cup in it,” he said. He handed me the picture, and I sighed. “Andy, this picture is a cartoon. It’s supposed to be a joke.” I handed him the pop and asked him for the C.D. He handed it to me, and I showed him how it fit in the drive. I loaded the software and went back to my work. I hadn’t been back in my office for more than about twenty minutes when I received the call about the printer. “Did you check to make sure it was on?” I asked. “Of course,” Andy replied. “I’m not stupid.” I thought about all of the times I had found that his trouble was just that, he had forgotten to turn on some switch. But I didn’t say anything. Instead, I made my way back to his office. When I got there, I checked, and the printer was on. The light on the printer was green, and the printer had paper in it. Everything seemed okay, but then I remembered that this was Andy. I climbed underneath the desk and found the printer cable was disconnected from the computer. “Andy, did you disconnect the printer cable?” I asked. Andy shrugged. “It was in my way, and I couldn’t figure out what it was for.” I sighed, connected the cable, and then climbed out from under the desk. As I was preparing to leave, I saw the pop cup was back in the C.D. drive. I pulled it out and set it on his desk. M I S S O U R I VA L L E Y Applications Being Accepted For Community Access Grant Program PIERRE, S.D. – The South Dakota Department of Transportation is now accepting applications for its Community Access, Industrial Park and Agri-Business Grant Program. The Community Access Program provides funds on a competitive basis to communities with populations under 5,000 for use in new projects involving the repair or replacement of important local roads such as the road to the elevator, to the school or hospital and in the main business district. The Community Access applications are due to the Department of Transportation by July 17, 2017. The application deadline is intended to provide successful applicants sufficient lead-time to complete design of projects prior to the 2018 construction season. Only applications for projects that have not been constructed will be considered. The Industrial Park and Agri-Business Grant programs provide funds to assist communities who have a new industry or agri-business and need new or expanded access to the facilities. Industrial Park and AgriBusiness applications will be considered three times each year. These applications are due April 15, July 15 and Oct. 15 of each year. The applications will then be reviewed by SDDOT as well as the Governor’s Office of Economic Development before being considered at the Transportation Commission meetings. USDA Certifies Another Rural Business Investment Fund WASHINGTON, May 18, 2017 – Acting Deputy Under Secretary Roger Glendenning today announced that USDA has certified the Innova Ag Innovation Fund IV LP as an investment pool for small and startup rural businesses. “This certification is another tool USDA provides to help rural businesses, to create jobs and to attract private-sector capital to rural communities,” Glendenning said. “Geography should not be a barrier to economic success. This pool will offer rural business owners the same access to capital as their counterparts in metropolitan areas.” The fund will support 30 to 45 companies that have the potential to generate more than $200 million in economic activity and create 600 jobs. It will provide capital for high-growth companies in the biosciences, technology and agricultural technology industries. The fund is the second USDA has certified under the Rural Business Investment Program (RBIP). RBIP funds support USDA’s strategy for rural economic growth. For a fund to receive USDA certification, its managers must demonstrate that they have venture capital experience and that they have successfully worked with community development organizations. The Ag Innovation Fund is being managed by Innova Memphis RBIC, LLC. Innova has three other funds that are not part of the Rural Business Investment Program. Those three funds collectively have invested $20 million in 75 startup companies, attracted $90 million of outside capital and created approximately 250 jobs. Farm Credit System members are contributing $31 million to the Ag Innovation Fund. The Farm Credit System is a nationwide network of banks and lenders specifically chartered to serve agriculture and the U.S. rural economy. USDA Rural Development provides loans and grants to help expand economic opportunities and create jobs in rural areas. This assistance supports infrastructure improvements; business development; homeownership; community services such as schools, public safety and health care; and high-speed internet access in rural areas.
