Want to learn a new hobby, find better ways to manage your finances or try a new diet? The library has a book for that. Library staff are also here to help you with your new devices you may have gotten for the holidays, especially if you want to learn how to borrow e-books through our library on the Libby app. Did you know there are thousands of free audiobooks available on Libby as well? These are great for in the car or while you are working out… which might be another New Year’s resolution? On Monday, Jan. 13 at 10 a.m., Coach Rozy will be joining us for our “Explore: Exercise” class. He will be teaching participants some great basic exercises that can be done at home. This will be good motivation to begin a healthy 2020. The Library is hosting our second annual Winter Reading Challenge. Let us help you “Brighten Your Winter with A Book.” Readers of all ages are encouraged to register on Beanstack (http://cityofyankton. beanstack.org) to track your reading from now until Feb. 29. Teens and adults will track each book read and those in fifth grade and under will track by minutes read. As readers reach certain milestones, stickers will be awarded to help us build a mosaic on our bulletin board. Your name will also be put into a drawing for prizes as you continue to track your reading. On Sunday, March 1, the library will be hosting a Cocoa and Cookies party for all those that participated in our Winter Reading Program. There are nearly 4,000 stickers needed to complete our mosaic so we hope to see lots of participants to help us reach our goal! In January, the Friends of the Yankton Community Library will be hosting their first quarterly book sale. This will be a three-day event, beginning on Thursday, Jan. 2, and running through Saturday, Jan. 4. The first day of the sale will be open to Friends members only. But don’t worry-memberships will be available the day of the sale. A Single membership is just $10 for the year, with a Family membership costing only $15. This is a minimal fee to pay for the first pick of some great titles. On Friday, Jan. 3, the sale will be open to everyone with paperbacks priced at 50 cents and hard cover books at $1 each. On Saturday, Jan. 4, the remaining items will be part of a bag sale — as many books as you can fit in the provided plastic bags for just $2 per bag. Proceeds from the book sale and membership fees are used to support the library in various ways, including paying for performers or other special items for the library. On Tuesday, Jan. 21, at 10:30 a.m., the library will host our second Bilingual Story Time in partnership with Cornerstones Career Learning Center. This time we will feature stories and songs in both English and Chinese in honor of the Chinese New Year. Activities will be geared toward preschool age children, but the event is open to the entire family. We hope you will join us for this unique story time! The library will be closing at 5 p.m. on Tuesday, Dec. 31, and will be closed on Wednesday, Jan. 1, for the holiday. The library will also be closed on Monday, Jan. 20, for a staff training day. Noem, BFM Release Comprehensive Annual Financial Report PIERRE, S.D. – Governor Kristi Noem and the Bureau of Finance and Management (BFM) today released the State’s Comprehensive Annual Financial Report (CAFR) for fiscal year 2019. The annual report includes the state government’s complete financial statements. “A culture of financial stability is the cornerstone of South Dakota – we don’t spend what we don’t have. This consistency allows us to invest in our future and strengthen our families,” said Noem. “I am committed to maintaining this fiscal integrity. My administration has made it a priority to retain our AAA public credit rating, maintain a strong level of reserve funds to address emergencies, and continue structurally balancing the budget.” The Department of Legislative Audit (DLA) audits the basic financial statements and, for the 33rd consecutive year, has issued an unmodified “clean” opinion on the CAFR. Also contained in the report is information about the State’s economic conditions and outlook, the profile of the government, major initiatives, and a financial analysis of the State’s funds. A discussion of those topics can be found in the “Letter of Transmittal” and “Management’s Discussion and Analysis.” “The employees of BFM, DLA, and the accounting offices of all state departments have once again succeeded in issuing the CAFR before December 31, and I thank the hardworking employees of the State for this accomplishment,” Noem concluded. Highlights from the fiscal year 2019 CAFR include: •The State’s total net position (net worth) is $7.0 billion – an increase of $188.6 million. •The combined ending balance of the Budget Reserve and the General Revenue Replacement Fund was $189.1 million, an increase of $12.7 million. •The State has maintained its AAA public issuer rating from Standard & Poor’s, Fitch Ratings, and Moody’s for the past three fiscal years. This represents the highest rating possible from all three bond rating agencies.
